    The Government of Federal Democratic Republic of Ethiopia has received financing from the World Bank to improve the transport system in the City of Addis Ababa.
    The Addis Ababa City Roads Authority (AACRA) intended to apply a portion of the proceeds of this Credit to eligible payments under the contract for Individual Consultancy Services of Social Safeguard Specialist.
    The Addis Ababa City Roads Authority (AACRA) now invites eligible individual consultants who are qualified to provide the required services as listed below.

    Social Safeguard Specialist will undertake; but not limited to the following main duties and responsibilities:

    a) Study the existing TRANSIP documents and reports and assess how these documents comply with the Environmental and Social Management Framework (ESMF);

    b) Assess the progress of components of the projects based on the ESMF, other safeguard instruments of TRANSIP and the social assessment;

    c) Identify key issues, challenges and problems at the institution and program levels with view of identifying areas in the ESMF and the social assessment for improvement and institutional capacity gaps;

    d) Based on items (a) to (c), propose update to the ESMF and Resettlement Policy Framework (RPF);

    e) Based on the assessment in items (c) and (d), identify needs and develop a capacity building plan for effective safeguards management and mainstreaming in AACRA and beneficiary institutions taking into account the complexities in transportation projects changes in ESMF and RPF and trends in the construction industry. The plan should address priority training needs and institutional gaps for enabling the safeguard planning, implementation, monitoring and evaluation that facilitate effective implementation, monitoring and evaluation of TRANSIP;

    f) Based on item (e) above identify areas of improvement, conduct and evaluate the impact of an in-house training to enhance compliance with ESMF and RPF and mainstreaming in the transport sector,

    g) Prepare, update, review the project social risk performance tracking matrices, quarterly and annual reporting formats, targeting at improvement of data and information management for decision making purpose;

    h) Review project activity plan, design, cost and bid documents to ensure social factor and mitigations are incorporated and sub components activity documents and social documents are in harmony;

    i) Serve PIU in monitoring and following up of implementation the ESMPS, RAPS and RAP addendum, processes and cases under different governmental institutions such as Sub-Cities, Woredas and other offices to ensure compliances of TRANSIP’s safeguard instruments;

    j) Lead consultation and ensure proper documentation for the consultation activities with project affected persons (PAPs) and with key stakeholders of the TRANSIP;

    k) Conduct follow up on the availability and functionalities of the GRM system and toll free hotline service, including making clear GRM at kebele, woreda and city levels and their functionality and accessibility.

    L) Monitor the implementation activities of Suppliers and Contractors, all works to comply TRANSIP’s safeguard instruments;

    m) Review and comment Consultant’s study documents and deliverables, all services to comply TRANSIP’s safeguard instruments;

    n) Prepare and submit periodic Social risk management performance report based on the project ESMF.

    o) Initiate and facilitate the resettlement completion audit of Corridor -1- RAP and RAP addendum by independent consultant.

    p) Properly record and document the social risk management performance of the project.

    The Social Safeguard Specialist shall have the following qualifications and experience;

    • Post-graduate degree in Social sciences, Sociology, Social anthropology, community development and gender studies or other related fields which enables her/him to perform the duties specified above;
    • At least 4 years of professional demonstrated experience in the World Bank financed projects social risks and impacts management, Resettlement and Compensation as an individual consultant

    • At least 10 years of overall experience related to social development and social impact assessment;
    • Seasoned knowledge and specialized command of all major facets of World Bank safeguard policies and procedures as applied across a wide range of Bank lending:

      Duty Station: Addis Ababa, Ethiopia

      Duration of the Contract: Fixed-term contract for duration of one year (12 month), but extendable depending on satisfactory performance and the possibility of the Project extension.

      Salary: Negotiable

      The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011, Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

      A consultant will be selected in accordance with the Individual consultant selection method set out in the Consultant Guidelines.
