Terms of reference (TOR) for Project officer (civil engineer) For the Dessie Hospital Rehabilitation Project
Project or context description
Expertise France is currently expanding its portfolio of programs in Ethiopia to promote conflictaffected communities’ access to basic services. Expertise France will engage in a 12-month program to strengthen conflict-affected communities’ access to health care through the rehabilitation and reequipment of Dessie’s hospital. Please see the project’s summary below:
Required profile – Qualifications and skills
BSc in Civil Engineering from any reputed public university.
Minimum 5 years practical working experience in Waste-water management Water supply and sanitation, civil construction.
Experience in civil construction work under government health sector will be treated as an added advantage.
Proven experience in project management and/or project coordination working for an INGO, a UN, or a bilateral agency.
Strong programme/technical and budget management skills, planning, reporting, monitoring and evaluation skills.
Strong written and oral communication skills, effective representation, and liaison skills.
Personal qualities: promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well; result-oriented; pays attention to detail and quality.
Fluency in English and Amharic. Fluency in French is an asset.
