INVITATION TOBID National Competitive Bidding (NCB) For Procurement of Consultancy Service (detail design review & revision, specification & BOQ preparation with cost estimate & SBD preparation, supervision and contract administration) for Yeka Bus Depot Project Procurement Reference Number:- AACAMPCO/NCB/YBD Consult/007/2015 EFY The Addis Ababa City Administration Mega Projects Construction Office hereinafter called “the Employer” has secured adequate budget toward the cost of the project and intends to apply part of the budget toward payments under the contract for consulting firm (grade 1) for the service on detail design review & revision, specification & BOQ preparation with cost estimate & SBD preparation, supervision and contract administration for a project mentioned above. The Employer intends to invite bidders’ grade 1- Consulting Firms for their services to submit sealed bids for providing the necessary services manpower, material and equipment for consulting works of the above project. The project site is located in Addis Ababa, Bole sub city. Interested bidders shall submit the following evidence: 1. Certificate of Registration for consultancy from concerned authority with the relevant Category 1, renewed for 2015 EFY and other appropriate documentary evidences demonstrating the bidder’s compliance, which shall include: i. ii. Trading License renewed for 2015 EFY; and Tax Clearance Certificate, which states that the bidder can participate in any public tender, valid at bid submission date; iii. VAT Registration Certificate; and
iv. Registration as Supplier in the list of the mandated public body, i.e., public Procurement and Property Administration Agency (PPPAA). 2. Bidding will be conducted through National Competitive Bidding (NCB) procedures as specified on BDS and is open to all eligible bidders as specified and defined in the Bidding Documents. The minimum requirements for package are shown in bidding documents section 3 Evaluation Criteria. 3. Interested eligible applicants should have proven experience and best performance reputations in the delivery of Consultancy Service (detail design review & revision, specification & BOQ preparation with cost estimate & SBD preparation, supervision and contract administration on a project similar to this project in size and complexity. Applicants may obtain further information from Addis Ababa City Administration Mega Projects Construction Office, at office hours (8:30 AM-12:30 PM & 1:30 PM- 5:30 PM, Monday to Friday) local time at Arat kilo, Nib bank building, 7th floor, Addis Ababa, Ethiopia. 4. A Complete set of bidding documents/ tender documents prepared in English shall be purchased by interested applicants upon payment of a non-refundable fee of Ethiopian Birr (ETB) 500.00 (Five Hundred Birr only) starting from the date of this announcement. The method of payment will be in cash or CPO or a Bank transfer through the Office’s SWIFT address Addis Ababa city administration Mega Projects Construction Office, commercial bank of Ethiopia, account number 1000337484925 for tenderers before collection of the Tender documents. The Employer has no liability for loss or late delivery. The delivery procedure is usually by physical. 5. Bidders shall submit their Bids in two envelopes, the first envelop labeled as “Qualification Information and Bid Security” and the second envelope “Financial Bid”, separate sealed and the two envelopes sealed in on another outer envelope and shall be delivered to the address below at or before 2:00 PM, June 27/2023 and opened the same date at 2:30 PM in the presence of bidder’s representative who wishes to attend. Late applications shall be rejected. Bids must be delivered to the address specified below. Each bid must be accompanied by a bid security of ETB 150,000.00 (one hundred fifty thousand birr) valid for 150 days since bid submission date in a form of CPO/unconditional bank guarantee/. The Employer will not be responsible for any costs or expenses incurred by Applicants in connection with the vacancy of Applications.
