INVITATION FORBID (AACRA)

REQUEST FOR EXPRESSIONS OF INTEREST

(National Competitive Bidding)

1. The Addis Ababa City Administration represented by the Addis Ababa City Roads Authority (AACRA) has allocated funds and intends to apply part of the proceeds of these funds towards the cost of the Consultancy Services for Construction Supervision of the following Road Projects. The details of the projects as follows:

1. Addis Ababa City Roads Authority now invites suitably qualified consulting firms to submit sealed expressions of interest for the above services.
   1. Expressions of interest will be evaluated in accordance with the Addis Ababa City Government Procurement and Property Administration Proclamation, the Addis Ababa City Government Procurement Directive and based on the approved assessment criteria.
   2. Participation is open to all consulting firms. The required information in the expression of interest submission forms shall be completed. The forms can be obtained from Addis Ababa City Roads Authority, Head Office, Engineering Procurement Directorate, Ground Floor, Room No. 39; free of charge.
   3. Interested eligible consulting firms may submit expressions of interest to Addis Ababa City Roads Authority according to the form to be provided by AACRA and shall contain the following:
2. Evidence of Eligibility (Trading license, VAT registration Certificate, Professional Practice Certificates, Tax Clearance certificate issued from the Tax Authority (Inland Revenue Authority) valid at least on the submission deadline and Evidence of Registration as a Supplier).
3. Performance record of firms on on-going or completed projects.
4. Experiences in design review and construction supervision of Road projects including summarized descriptions such as length and width of the road, pavement type, duration of the project, andform of association (if any).
5. Permanent personnel related to the service.
6. Annual Turnover for the last five years
7. Company Establishment (Technical and managerial organization of the firm, Office, Vehicles, Material Laboratory, Computers, Software, Surveying Equipment and Core business and years in the business).
   1. Expressions of Interest must be delivered in one original and three copies to the address below on or before February 21, 2022 at 5:00 PM. Late submissions may be rejected.
   2. The Authority reserves the right to accept or reject any or all submissions.

        N.B:   

–       Application of Expression of interest which is not submitted according to Addis Ababa City Roads Authority EOI submission Form and not supported by the evidence will be rejected.

–       Consulting firms which would like to participate in the association shall indicate the form of association specifically as sub-consultancy or joint venture.

–       Performance records of firms on ongoing or completed projects will be assessed and considered for the short-listing.

–       Firms are required to have Grade II and above Relevant Professional Practice (Registration) Certificates renewed for at least 2014 E.C from authorized bodies.

–       Consulting firms which are debarred or suspended by decision of AACRA, Ethiopian Roads Authority, and Public Procurement Agency from participation in upcoming tenders are not eligible to participate, and applications of such firms or associations made with such firms (if submitted) will be rejected.
