    The Ministry of Health has received financing from the World Bank toward the cost of the Ethiopia COVID-19 Emergency Response and intends to apply part of the proceeds toward payments under the contract for Construction of Vaccine Laboratory-Equipped with Air Conditioning to create clean zones.
    The Ministry of Health now invites sealed bids from eligible Bidders to submit a Bid for the Construction of one 3B+G+6 (Ten stories with three basements) Vaccine Laboratory Equipped with Air Conditioning to create clean zones. The Vaccine Laboratory to be constructed in Ethiopia has secured land in the capital city, Addis Ababa specifically located at Kality Sub-city. Bidders who wish to participate in this bid should have past specific experience as Prime Contractor, Management Contractor, Partner in a Joint Venture, or Subcontractor, in at least one project of 3B+G+5 (Three Basements and SixStories) within the last 10 years (Starting from 1st January 2012 up to application submission deadline) with a project cost of at least ETB 1 billion for one contract tha thave been successfully or substantially (80%) completed and that are similar to the proposed Works or two 3B+G+5 (Three Basements and Six Stories) within the last 10years with projects cost of each at least ETB 500 million for two contractsthat have been successfully or substantially (80%) completed and that are similar to the proposed Works or three projects each 3B+G+5 (Three Basements and Six Stories) Related Building Projects within the last 10 years (Starting from 1st January 2012 up to application submission deadline) each with a Project cost of at least ETB 350 million for three contracts that have been successfully or substantially (80%) completed and that are similar to the proposed Works. The intended construction period to complete the work is 730 calendar days and hence the bidder should have a minimum average annual construction turnover of ETB 400 Million or equivalent conversion in USD in which Exchange rate prevailing on the last day of the respective calendar year within the last 5(Five) years, divided by 5 years. The Bidder shall also demonstrate that it has access to or has available, liquid assets, lines of credit, sufficient to meet the construction cash flow requirements estimated as Ethiopian Birr 300 Million or equivalent conversion in USD $ in which Exchange rate prevailing on the last day of the respective calendar year. As this bid is international, application of the margin of preference is not applicable,
    Bidding will be conducted through international competitive bidding procedure as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
    Interested eligible bidders may obtain further information from the Ministry of Health, Finance and Procurement Directorate, and inspect the bidding documents during office hours at the address below during office hours: from 08:30 AM to 12:30 A.M hours and from 1:30 PM to 5:30 P.M hours, Mondays to Thursdays and 08:30 AM to 11:30 A.Mand 1:30 PM to 5:30 P.M hours on Fridays.

    A complete set of the bidding document in the English language may be purchased by interested eligible bidders at the address given below and upon payment of a non-refundable fee of Ethiopian Birr 500.00 (Five Hundred Ethiopian Birr) or its equivalent amount in easily convertible currencies. The method of payment will be in cash. The document will be given to the applicants arriving at our premises in person.
    Bids must be delivered to the address below on or before April 1, 2022, @ 2:00 pm. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address below on April 1, 2022, @ 2:30 pm.
    All bids must be accompanied by a Bid Security amounting as stated in the bidding document. The total amount of bid security should be Ethiopian Birr 500,000.00 (Five Hundred Thousand Ethiopian Birr) or its’ equivalent in an easily convertible currency. Bid Security must be in the form of either CPO or Bank Guarantee from a recognized local Banks and it must be counter guaranteed by local firms for foreign bank guarantees. Insurance Bond and bid security declaration are not acceptable.
    All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
