Study on the Magnitude, Distribution, Performance and Challenges of Secondment in Ethiopia's Public Health Sector
Jhpiego is a non-governmental organization that builds global and local partnerships to enhance the quality of health care services for women and families around the world. In Ethiopia, Jhpiego provides technical assistance to the Ministry of Health in the areas of maternal, child and newborn health, HIV/AIDS, nutrition, as well as human resource planning, development and management.
Jhpiego with-Federal Ministry of Health leads USAID's Strengthening Human Re-sources for Health (HRH) Project jointly implemented by Management Sciences for Health (MSH), Ethiopian Midwives Association (EMA), Ethiopian Association of Anesthetists (EM) and the Open University (OU). This five-year project directly supports the Government of Ethiopia's efforts to improve health outcomes by strengthening the human resources management system-in particular by improving and monitoring the quality of education, recruitment, deployment, retention and continued professional development of health care providers. Jhpiego is inviting proposals from appropriately qualified local consultancy firms to conduct a study on the magnitude, distribution, performance and challenges of secondment in Ethiopia's public health Sector.
Purpose of the study
The purpose of this study is to generate evidence on scope and effectiveness of the existing secondment practices in the health sector and improve secondment practices towards advancing the sector's performance.
The study will employ both qualitative and quantitative approaches, and collect data from the federal ministry of health, agencies under the federal ministry of health, regional health bureaus and selected non-governmental organizations.
The consultancy firm will collect quantitative data from 200 secondees/technical advisors and conduct 110 in-depth interviews by using tools developed by the HRH project consortium.
The consultancy firm will be required to undertake the following activities:
a.Identify and train experienced data collectors;
b. Conduct quantitative and qualitative data collection, data entry and cleaning
c. Conduct data analysis;
d. Develop an analytical report on the study findings
e. Design and conduct a 1/2 day dissemination workshop
Required Qualification and Experience
